You must have failed a few math courses back in school. Your reel of Ebon Vanguard Sniper Supports only has a 68% chance to activate against charr, and only a 34% chance to activate the bonus against non-charr. Its pretty good if you have the luck, but if you don't its just spamming an armor affected 90 damage spell a few times with a weak condition on it. Nothing remarkable.

Perhaps he meant expectation value? That string does have an EV of 1 against Charr and 0.4 against non-Charr... just that the chances of not getting one is balanced by the chance of getting multiples...
Which is what makes EVSS basically a 'fun' skill, really - the payoff is nice when it does occur, but there are more reliable ways of getting the same expected damage.
That said, in your defense against the poster below you, I believe 'reel' is a reasonably accurate word to use in that context, on the assumption that you're drawing an analogy with a reel of film.

Devoting 3 skills on a bar for a not guaranteed kill doesnt seem worth it. I believe that sniper support is for the lulz, and cant be substituded into a reasonable build. It has potential in the charr lands, but pretty much anywhere I would rather have Finish Him, Pain Inverter, Ebon Battle Standard of Honor, You Move Like A Dwarf, Vanguard Sin etc. Its luck based factor makes it a little bit iffy.
He is talking about the expected value btw meth. Its usual that he will get 1 trigger every 4 shots against charr, and 1 every 10 against others.

On topic: Although it has a picture of a ranger I have to feel that Sniper Support is more of a caster skill as it takes a fair amount of energy, especially if you're echoing it.
